Chapter One: Introduction
1.1 Background of the Study
National politics plays a significant role in shaping local governance, particularly in federal systems like Nigeria’s, where political decisions at the national level often influence governance at the grassroots. The interaction between national and local political actors affects policy implementation, resource allocation, and overall governance efficiency. Local governments, such as Pankshin Local Government Area (LGA) in Plateau State, are expected to function as the closest tier of government to the people, facilitating development and service delivery. However, political interference from the national level, party affiliations, and the centralization of power have significantly impacted local governance, often hindering effective administration.
Research has shown that local governments in Nigeria frequently face challenges arising from undue influence by national political elites, which weakens their autonomy and ability to address local needs effectively (Adebayo & Yusuf, 2024). Political dynamics at the national level, such as inter-party conflicts, political patronage, and policy directives, often determine the governance priorities of local councils. Additionally, national elections and party politics frequently dictate leadership structures at the local level, sometimes leading to the imposition of candidates who serve political interests rather than community needs (Ahmed & Bello, 2023).
In Pankshin LGA, governance challenges such as irregular funding, bureaucratic bottlenecks, and conflicts over local leadership positions have been linked to broader national political trends. The appointment or election of local government officials is often influenced by political alliances at the state and federal levels, affecting policy continuity and development planning. Consequently, there is a need to assess the extent to which national politics influences local governance and the implications for grassroots development. This study investigates how national political decisions shape local governance structures, policies, and service delivery in Pankshin LGA, Plateau State.
1.2 Statement of the Problem
Local governments in Nigeria, including Pankshin LGA, were established to enhance grassroots governance and development. However, they often struggle with limited autonomy due to interference from national political actors. Political decisions made at the national level affect funding allocations, leadership selection, and policy priorities, often leaving local governments dependent on the central government for financial and administrative support (Adebayo & Yusuf, 2024). This dependency undermines effective governance and prevents local leaders from addressing the unique needs of their communities. While studies have examined local governance in Nigeria, there is limited research focusing on the specific impact of national politics on Pankshin LGA. This study seeks to bridge this gap by assessing the influence of national politics on local governance and development in the area.

1.6 Significance of the Study
This study is significant because it provides insights into the complex relationship between national politics and local governance in Nigeria. By focusing on Pankshin LGA, the research highlights specific governance challenges and explores how national political decisions shape local administration and service delivery. The findings will be useful for policymakers, local government officials, and political analysts in understanding the extent of national political influence on local governance and in designing policies to enhance local government autonomy.
Furthermore, the study will contribute to academic discourse by filling the gap in literature on localized governance and political interference. It will also serve as a resource for future research on federalism, governance structures, and democratic consolidation in Nigeria.
1.7 Scope and Limitations of the Study
This study is limited to Pankshin Local Government Area in Plateau State. It focuses on the impact of national politics on local governance, examining issues such as political interference, resource allocation, and service delivery. The research does not extend to other LGAs or states, and its findings are specific to Pankshin LGA. Limitations may include difficulties in obtaining official records, potential biases in respondents' perspectives, and challenges in assessing the full impact of national politics on local governance structures.
1.8 Operational Definition of Terms
• National Politics: The political activities, policies, and decisions made at the federal level that influence governance at different tiers.
• Local Governance: The administration and management of local government affairs, including service delivery and policy implementation.
• Political Interference: The undue influence exerted by national or state-level political actors on local government decision-making.
